Huhehaote strives to build a hierarchical medical service network for new crown pneumonia

Recently, in order to do a good job in the grading and treatment of NCCP, Hohhot Health Commission proposed to improve the referral mechanism between the designated hospitals, medical associations and medical communities in accordance with the principles of “health monitoring, classification management, up and down linkage, and effective treatment”, scientifically coordinate regional medical resources, take the grid layout of medical associations as the carrier, improve the referral mechanism between the designated hospitals, medical associations and medical communities, and improve the efficiency and continuity of medical services. The medical community will improve the efficiency and continuity of medical services, and build a hierarchical medical service network for patients with symptoms related to Newcastle pneumonia.

It is understood that, according to the “Notice on the Issuance of the Implementation Plan for the Promotion of Medical Consortium Construction and Development in Hohhot City”, in order to coordinate the existing medical resources and grid the layout of medical consortium, Hohhot City takes the People’s Hospital of Inner Mongolia Autonomous Region, the Fourth Hospital of Inner Mongolia (covering Xincheng District, Saihan District, and Helin County), the Affiliated Hospital of Inner Mongolia Medical University (covering Huimin District, Tuzuo Banner, and Wuchuan County) and the First Hohhot City Hospital (covering Yuquan District, Tokoto County, Qingshuihe County) was established as a medical group to include all secondary hospitals in each banner and county district into the medical group, which is responsible for the comprehensive management of those transferred to radiotherapy, critical maternity, and acute and critical new crown infections in each banner and county district.

Led by the city’s banner county district hospitals (including the Chinese and Mongolian hospitals), the community health service centers and township health centers as the hub, community health service stations and village health offices as the basis, the formation of nine county medical community. Each flag county hospital (including Chinese and Mongolian hospitals) is responsible for receiving new crown patients with underlying diseases transferred from each primary care institution. Patients with new crown infections beyond their own treatment capacity and serious (critical) illnesses need to be transferred to higher-level hospitals within the medical community.

Each community health service center, township health center, community health service station and village health office is responsible for the first consultation of fever patients and home management of light, common and asymptomatic infected patients with new crown within their jurisdiction. The new crown infected patients with underlying diseases and other conditions beyond their own treatment capacity need to be referred to the hospitals in the respective banners and counties.

When the capacity of the leading hospital of the medical group does not meet the needs of patient treatment, other tertiary hospitals within the jurisdiction of Hohhot City should assist by sending medical teams, sending expert guidance groups, referrals or through remote consultation.

The city has formed a spatial layout between the designated hospitals, sub-designated hospitals and medical consortia, established corresponding referral relationships, smoothed the two-way referral mechanism, realized the primary diagnosis and orderly referral of patients with fever and other symptoms related to neocrown pneumonia, and set up flag and county-level referral expert groups based on the leading units of medical consortia and medical communities to evaluate and refer patients who need to be referred.
