In order to conscientiously implement the State Council Joint Prevention and Control Mechanism Integrated Group “Notice on Further Optimizing the Implementation of Prevention and Control Measures for the New Coronary Pneumonia Epidemic” (Joint Prevention and Control Mechanism Integrated Issue [2022] No. 113) requirements, effectively shift the focus of work from prevention of infection to health protection and prevention of serious illness, and orderly grasp the new phase of epidemic prevention and control work, the following is a notice on related matters.

First, advocate non-essential not to do nucleic acid. People who do not have symptoms related to Newcastle pneumonia or the need for testing will not be tested for nucleic acid; those who are positive for antigen or nucleic acid and are in stable condition with no indication for hospitalization do not need repeated nucleic acid testing; those who do need nucleic acid testing should make sure to go to the sampling site with good personal protection, keep a distance of more than one meter from others in line, do not talk and do not gather; reduce swallowing when approaching sampling, do not do throat clearing, do not advance Take off the mask.

Second, advocate non-essential nucleic acid testing. Except for special places such as nursing homes, orphanages, prisons, childcare institutions, primary and secondary schools, all other places in the city will no longer check for negative nucleic acid test certificates. The city’s party and government organs, enterprises and institutions at all levels take the lead in no longer checking negative nucleic acid test certificates. All medical institutions, except for new hospitalized patients and accompanying personnel need to check the nucleic acid test results, the rest no longer check the negative nucleic acid test certificate.

Advocate no medication without symptoms. We advocate that the general public should not use medication without symptoms related to new coronary pneumonia and use medication reasonably with symptoms. Please do not hoard drugs, do not grab drugs, and actively share them with friends and relatives or other people who need them urgently. Resolutely fight against hoarding and drug price inflation that disturb the order of the pharmaceutical market.

Fourth, advocate for asymptomatic or mildly infected people to go to work normally. The city’s party and government organs at all levels, enterprises and institutions, municipal state-owned enterprises employees, medical and nursing staff at all levels of medical and health institutions and emergency relief, express logistics, supermarkets to ensure that the supply of enterprises, electricity, water, gas and heating units to ensure the normal operation of society, if asymptomatic and mildly infected, according to the physical condition and job needs, in the premise of good personal protection normal work.

Fifth, do their best to provide medical treatment services. The city’s fever clinics in hospitals above the second level, fever clinics in primary health care institutions “should be set up as much as possible, should be opened as much as possible”, inpatients “should be admitted as much as possible, should be treated as much as possible”. For emergency critical patients to establish a green channel, forbidden for any reason to shirk or delay treatment.

Sixth, vigorously promote online consultation and purchase of drugs. The general public, especially asymptomatic, mildly ill and other homebound people can use the Guiyang City Internet health service platform, such as the new crown epidemic service area and other Internet platforms, online consultation and diagnosis, prescriptions and medicines to reduce the risk of exposure, avoid cross-infection, and effectively ease the pressure on fever clinics in medical institutions.

Seven, consciously regulate the wearing of masks. The general public is invited to wear masks in accordance with the relevant requirements, and to do a good job of personal protection. Key positions and units must be worn by employees during their work, and the public should wear them when entering key places or in unusual circumstances.

Eight, as soon as possible to vaccinate the new crown vaccine. Citizens who are eligible for vaccination, especially the elderly over 60 years old, especially the elderly over 80 years old, should receive the new coronavirus vaccine as soon as possible, and those who are eligible for booster vaccination should complete the booster vaccination as soon as possible.
