In order to implement the State Council joint prevention and control mechanism comprehensive group notice requirements, to further improve the preparation of medical treatment resources, improve the medical treatment capacity of the Yinchuan area, Yinchuan City approved the completion and delivery of the first People’s Hospital of Yinchuan City Binhe Campus pediatric complex conversion into Yinchuan City rescue base. The base has a construction area of 12,500 square meters, mainly for the treatment of people with new coronavirus infections that are combined with serious high-risk factors but not life-threatening.

District and municipal party committees and governments attach great importance to this work, a total investment of 70 million yuan in the reconstruction, of which 10 million yuan is mainly used for the transformation of infrastructure works, 60 million yuan is mainly used for the purchase of medical equipment and the construction of the base, and the establishment of Yinchuan City, the construction of the leading group headed by the responsible leader, led by the Yinchuan City Health and Health Commission, relying on the First People’s Hospital of Yinchuan City for post-operation, to carry out the new coronavirus Virus infected patients rescue and treatment work.

After more than a month to complete the emergency reconstruction, Yinchuan rescue and treatment base set up 300 beds, including 30 intensive care beds, 270 general treatment beds, equipped with more than 210 sets of various types of medical equipment; set guide, admission and discharge registration, laboratory, pharmacy, CT, mobile DR, ECG, B ultrasound / cardiac ultrasound, TCD room and other functional areas. The information technology construction of the rescue base is perfect, including HIS, remote ECG, radiology, imaging, consultation and monitoring systems to meet the needs of medical treatment.

On January 18, with the full support of the Yinchuan Health Care Commission, Yinchuan First People’s Hospital President Ma Ruixia held a special hospital meeting to arrange and deploy, activated the Yinchuan treatment base overnight, and quickly completed the assembly of personnel teams, medical supplies, workflow combing, information system debugging, transfer linkage docking work within 12 hours; has sent medical care, medical technology, administrative, logistical support, etc. More than 130 staff members, 2 emergency vehicles, 1 commuter car, and more than 140 brands of drugs were deployed for medical treatment and security.

On January 19, the base began to treat the first patient, and the subsequent patients were mainly elderly patients, the highest age was 79 years old, mainly diagnosed as new coronavirus infection, and some patients were combined with hypertension, type 2 diabetes, coronary heart disease and other cardiovascular and cerebrovascular diseases. Yinchuan First People’s Hospital stationed respiratory, critical care medicine and other specialist senior title medical and nursing staff, during the Spring Festival to adhere to the daily multiple business check-ups, when necessary, and Yinchuan First People’s Hospital headquarters to carry out remote consultation, rehabilitation treatment after the new coronavirus infection, fully guarantee the base’s medical treatment capacity.
