Notice on the adjustment of the district-wide epidemic prevention and control measures

In order to better coordinate the epidemic prevention and control and economic and social development, and to ensure the normal production and living order of the masses, according to the situation of epidemic prevention and control in the aviation port area, after research, the static management of the whole area was lifted from 12:00 on November 9, and the corresponding adjustments were made to the prevention and control measures, which are notified as follows.

I. Dynamic adjustment of some regional control measures

The whole area of the aviation port area is precisely delineated as high and medium risk areas, see annex. High-risk areas to implement the “out of home, door-to-door service” management, risk areas to implement the “people do not leave the area, staggered take” management.

The area east of Beijing-Hong Kong-Macao Expressway (excluding Huaxia Avenue), south of Chaohu Road – West Binhe Road – Dongting Lake Road, west of Liangzhou Avenue, north of Yingbin Avenue – Chang’an Road – Shizu Road – Airport North Road – Zao Lin Road – Dazhai Road – East Binhe Road (involving Zhenggang Office, Binhe Office, Zhangzhuang Office), is designated as a temporary control area to prevent spillage and stop all non-essential personnel movement. In the above-mentioned areas, communities (villages) without the risk of epidemic transmission within 7 days will implement “no one out of the district, staggered pick-up”, while other communities (villages) will implement “no one out of the house, door-to-door service”. Closed-loop management of white-listed enterprises.

In addition to the high- and medium-risk areas and the temporary control area of spill prevention, the whole area of the aviation port is a low-risk area, where people can move in an orderly manner, do their personal protection, reduce their stay outside, and do not go to the epidemic-related areas (high- and medium-risk areas and the temporary control area of spill prevention).

Second, the orderly resumption of personnel travel

From November 2 onwards, communities (villages) with normal nucleic acid testing and no risk of epidemic transmission for all staff for 7 consecutive days, except for the spill prevention temporary control area, will resume normal life order. Residents (except for all types of risk control personnel), under the premise of strict personal protection, travel with 24-hour negative nucleic acid test certificate and health code green code “point-to-point” and are not allowed to go to the epidemic-related areas.

Third, do a good job of mobile personnel health management

Strengthen the health monitoring and closed-loop management of the mobile personnel who guarantee the basic operation of the city, such as medical rescue, express delivery, sanitation and cleaning, plumbing, electricity, gas and heating, transportation and logistics, telecommunications and communications. Towns and offices should open nucleic acid huts in low-risk areas to provide the necessary nucleic acid testing sites for mobile personnel. All kinds of mobile personnel to raise awareness of protection, according to the provisions of the nucleic acid test, as the first person responsible for their own health. Delivery personnel such as courier delivery should do a good job of personal protection, the implementation of non-contact delivery.

Fourth, strictly control the gathering of people

Catering establishments are prohibited dine-in, medium and low-risk areas can provide take-out services. Schools, child care institutions, out-of-school training institutions continue to implement online teaching. Elderly service institutions, boarding schools continue to implement closed management. Baths, gyms, KTV, Internet cafes, chess and poker rooms, theaters, script killing and other confined places are temporarily closed. Gathering activities throughout the region are suspended.

V. Make every effort to protect the lives of the public

To protect the basic life of the residents of supermarkets, farmers’ markets, pharmacies, barber stores and other places, according to the medium and low risk level of the region where they are located, under the premise of strict implementation of measures to prevent and control the epidemic, normal operation. Townships and offices should coordinate the resources of all parties and do a good job in protecting the lives of residents in the areas involved in the epidemic. At the same time, they should care for the elderly living alone, the disabled, pregnant women and other special groups, and open green channels to facilitate medical patients and people with emergency needs.

Sixth, strict travel inspection

Advocate residents do not leave the aviation port area non-essential; those who do need to leave the aviation port area, must hold a negative nucleic acid test certificate within 24 hours, health code green code. People from outside Zhengzhou City must report their trip information 3 days in advance and implement “landing inspection” upon arrival, check “two codes and one certificate”, i.e. health code, trip code and negative nucleic acid test certificate within 24 hours, and implement control measures in a categorized manner.
