A man from Xiushan County in Chongqing, Lang Aiyu (a pseudonym), who was investigated on suspicion of obstructing the prevention and control of infectious diseases, was withdrawn from the case more than three months later.

On the evening of January 30, Xiushan County Public Security Bureau made a withdrawal of the case against Lang Aiyu and released him from bail pending trial. Authorities said that Chongqing police have withdrawn all cases involving epidemics that are in the public security investigation stage and are similar to Lang Aiyu’s case.

Returning from Xinjiang caused the epidemic

Born in 1968, Lang Aiyu, a native of Aikou Township in Xiushan County, is a plumbing worker who went to Urumqi, Xinjiang, with his son in March 2022 to undertake a project in the head-tunhe district.

At the end of September, Lang Aiyu and his eldest son and a Youyang worker decided to return from Xinjiang to Chongqing by car. After reporting to the company, the three drove from Urumqi on Sept. 30, 2022.

In the early morning of Oct. 2, after sending the worker back to Youyang County, Lang Aiyu father and son arrived at the Xiushan high-speed exit. He said that after seeing an epidemic prevention tent at the highway exit, they stopped and told the epidemic prevention personnel, “We are returning from Xinjiang, do we need to check”, but the epidemic prevention personnel let them leave on their own.

After returning to his home near the Xiushan County Public Security Bureau, Lang Aiyu took a nap and on the morning of the 2nd, he went to a hospital near his home to have his nucleic acid done. Before the nucleic acid results came out, he went shopping for clothes.

“That afternoon, I received a negative result for nucleic acid.” Lang Aiyu said that since his wife’s maiden family invited him to dinner that night to receive him, he went back with his family to attend the reception banquet that night, and after the banquet Lang Aiyu went to the Xiushan Hotel to play cards.

At 11 p.m., Lang Aiyu returned home to the streets of Xiushan County CDC epidemic prevention personnel on the phone. “They told me on the phone that my nucleic acid screening result was positive.” Lang Aiyu said he felt like joking at the time, how the report he got in the afternoon was still negative, and how it became positive at night.

Soon, epidemic prevention personnel came to his home and brought him to the isolation site in Xiushan County after dressing him in protective clothing. After a series of tests such as blood sampling and nucleic acid testing, it was determined that he was an asymptomatic infected person with New Crown Pneumonia and he was transferred to Qianjiang Central Hospital for treatment. His family members and close contacts of the gathering and playing cards were also sent to the isolation site for isolation and observation one after another.

Personal information was leaked and scolded every day

The company said that during the isolation treatment, his cell phone was broken by abusive phone calls every day because of the leakage of his personal information and phone number. “Seriously, I’m also very innocent, I do nucleic acid in Xinjiang every day are negative, come back along the highway, except to go to the toilet are in the car.” Lang Aiyu said that there were no symptoms at all and he did not know he was infected.

After “Yang Kang”, Lang Aiyu was sent back to Xiushan County to continue isolation at the new Guan isolation site. After being released from isolation, he was summoned by the Xiushan County Public Security Bureau Criminal Police Brigade.

On October 12 last year, Lang Aiyu was investigated by Xiushan police for violating the epidemic prevention and control measures, about which local officials had released information.

On October 12, 2022, the Xiushan Media Center released a news release stating that Lang Aiyu failed to report to the community and implement the health management measures of “7 days centralized isolation + 3 days home isolation” medical observation after arriving in Xiushan, moved around in many places in Xiushan County, had close contact with many people, and deliberately concealed his trip when the epidemic prevention staff carried out verification. The police decided to investigate him for allegedly obstructing the prevention and control of infectious diseases.

After being investigated by Xiushan police on suspicion of obstructing the prevention and control of infectious diseases, Lang Aiyu was summoned by the police three times, and this was the last summons notice.

Another difficult hurdle to let go of was the death of his 88-year-old father-in-law.

Lang Aiyu said that his father-in-law did not eat with them due to leg inconvenience during the dinner on the night of October 2, 2022, but he was later sent to the isolation site for quarantine as a close receiver when he could not take care of himself. After his father-in-law was infected with New Guan, he was transferred to Qianjiang Central Hospital for isolation treatment. After the new crown was cured and returned home, the father-in-law’s health gradually declined, and in less than a month, the old man passed away. “Speaking of the elderly, my heart is really very hard, that period of time can not eat, feel that I became the culprit.”

On January 31, Lang Aiyu said that at about 9 p.m. on January 30, he received a call from the Xiushan County Public Security Bureau case officer informing him and his guarantor to go to the Public Security Bureau. When they arrived, the police handed him a printout of the “Decision to Dismiss the Case” and the “Decision to Release Bail pending Trial” for him to sign.

Xiushan police withdrew the case against Lang Aiyu and released him from bail pending trial.

He said that when he signed that night, it was the happiest day he had felt since he returned home. “The police’s humane law enforcement has finally given me some warmth in my bitter, aggrieved heart for so long.”
