Recently, the Hunan Provincial Medical Security Bureau issued a document announcing the “Notice on New and Revised Medical Service Price Items Related to New Coronavirus Infections” (hereinafter referred to as “Notice”), deciding to add six new medical service price items related to new coronavirus infections and revise eight existing medical service price items. The Notice specifies that for the first visit of patients with new coronavirus infection and suspected symptoms in medical institutions that rely on Level 2 or lower entities to carry out “Internet+” medical services, the cost of the first visit will be included in the special emergency outpatient coverage and reimbursed according to the special offline emergency outpatient coverage policy; for patients who rely on Level 3 entities to carry out “Internet+” medical services, the cost of the first visit will be included in the special emergency outpatient coverage. For the first visit of patients with new coronavirus infection and suspected symptoms that occurred in medical institutions that rely on tertiary entities to provide “Internet+” medical services, the first visit will be reimbursed according to the existing general outpatient reimbursement policy and will not be included in the special outpatient coverage policy.

The “Notice” requires that all types of medical institutions at all levels should strictly in accordance with the provisions of the price policy and clinical diagnosis and treatment specifications to provide services to patients and charges, establish and improve the internal price management system, and strictly regulate the price of medical services; strict implementation of the medical service price announcement system, the implementation of a good list of hospital fees, the price tag and other related provisions.
