According to the Ministry of Foreign Affairs website, the foreign affairs group of the State Council to respond to the joint prevention and control mechanism of the new coronavirus infection on December 27 issued a notice on the temporary measures for the movement of Chinese and foreign personnel. In order to further implement the Party Central Committee and the State Council’s decision and deployment, we now develop temporary measures for the movement of Chinese and foreign personnel after the new coronavirus infection category B B tube, to be implemented from January 8, 2023. The following is a notice on related matters.
A. Remote detection
The personnel coming to China will be tested for nucleic acid 48 hours before the trip, and those with negative results can come to China without applying for a health code from our embassies and consulates abroad and filling the results into the customs health affirmation card. If the result is positive, the person concerned should come to China again after turning negative.
II. Entry Quarantine
No longer implement full nucleic acid testing for incoming personnel, those with normal health declaration and no abnormalities in routine quarantine at customs ports can be released to enter the social side.
Health declaration abnormal or appear fever and other symptoms of the personnel, by the customs antigen test. If the result is positive, asymptomatic infected persons or light cases that are not combined with serious underlying diseases can take home, residence isolation or self-care, other cases advocate going to medical institutions as soon as possible for treatment. Negative results, by the Customs and Excise Department in accordance with the practice of “National Health and Quarantine Law” and other laws and regulations to implement routine quarantine.

Third, international passenger flights
Eliminate the “five-one”, “one-country-one-policy” and seat-rate restrictions on the number of international passenger flights, increase the number of flights in phases, and optimize route distribution. Simplify the disposal process of inbound flights at airports, improve the operational efficiency of airports, and strengthen the construction of flight receiving capacity in key cities. The airline companies will continue to do a good job of in-flight vaccination, and passengers are required to wear masks when flying.
IV. Visas to China
Further optimize the arrangements for foreigners coming to China for resumption of work and production, business, study, family visits and reunion, and provide corresponding visa convenience.
V. Port operation
Optimize supporting management measures to ensure that cargoes at various ports return to pre-epidemic levels as soon as possible. Adjust the policy of “passenger stop and cargo pass” at land ports, and gradually resume passenger traffic at land ports on the basis of a comprehensive assessment (including border people traffic). Gradually resume the entry and exit of passengers at waterway ports. For international cruise ships, the first pilot, and then gradually liberalized. Provide more convenience for foreign crews to change shifts in China.
Sixth, entry and exit tourism
According to the international epidemic situation and various aspects of service security capacity, in line with the principle of pilot first, the orderly resumption of Chinese citizens outbound tourism.
