Beijing strictly prohibits over-scope experimental activities related to the new coronavirus

Recently, the Beijing Municipal Health and Wellness Commission forwarded a notice from the General Office of the National Health and Wellness Commission on further improving the biosafety management of new coronavirus laboratories.

The Notice of the General Office of the National Health and Health Commission on Further Improving the Biosafety Management of New Coronavirus Laboratories (National Health Office Science and Education Letter [2023] No. 13) is hereby forwarded to you, and the relevant work is notified as follows.

First, in the administrative region of Beijing engaged in neo-coronavirus culture, animal infection experiments, nucleic acid testing and other experimental activities, subject to the approval of the National Health and Wellness Commission or my Commission before carrying out, and should be in strict compliance with national and Beijing neo-coronavirus laboratory biosafety management related regulations, strictly prohibited to carry out experimental activities beyond the scope.

Second, laboratory units engaged in experimental activities related to the new coronavirus to effectively fulfill the main responsibility to do a detailed risk assessment, strengthen personnel protection; strengthen the training of key personnel to enhance the capacity and level; to set up a special library to store the new coronavirus strains or samples, the implementation of double double lock, and equipped with monitoring equipment, after the end of the experiment, in accordance with the rules of good disposal or sent to storage; transport of new coronavirus strains or uncultured potentially infectious biological material samples, should be approved by the National Health and Health Commission or my Commission before proceeding.

Third, each district health administrative department should implement local supervision responsibilities, communicate this notice to relevant units, and find out the nature of units engaged in experimental activities related to the new coronavirus in the district, the type of experimental activities, the preservation of the new coronavirus strains and samples, etc., establish a ledger, include the key control scope, strengthen supervision and inspection, and effectively prevent biosafety risks.
