Thousands of medical personnel from city and county level II and above public hospitals provide on-site guidance and medical rounds to township health centers. Municipal and county-level public hospitals at the second level and above should send medical personnel to township health centers to provide on-site guidance and conduct medical tours, in principle, each county (city, district) to ensure that there are three touring medical teams, each team contains at least one respiratory, critical care, infectious or rehabilitation professional medical personnel, the number of each team is not less than three people, each on-site guidance or touring medical continuous work time of not less than 2 days The number of medical personnel in each team should be at least 3, and the duration of each on-site instruction or medical tour should be at least 2 days. On-site guidance and joint participation in the diagnosis, treatment and post-rehabilitation guidance of patients infected with the new coronavirus in the emergency and outpatient clinics, fever clinics and inpatients in township health centers and community health service centers, strengthening emergency treatment of serious illnesses and infection training for patients with new coronavirus, guiding the grassroots to do a good job of scientific and reasonable oxygen therapy, use of small molecule drugs, and early identification, referral, consultation and technical guidance of serious illnesses.

Ten thousand medical personnel at both rural and village levels went to villages (dwellings) and households to provide health guidance to key populations of concern. Township health centers, community health service institutions, village health offices play the role of a good family doctor team, the implementation of grid-based management, through telephone, video, WeChat or offline follow-up visits, etc., to strengthen health monitoring, medication guidance, antigen detection and other services for people of key concern for home treatment and observation and rehabilitation. In principle, the key group of people over 65 years old should be contacted at least 3 times a week, the secondary key group at least 2 times a week, and the general group at least once a week. In principle, rehabilitated persons are contacted once a week after discharge, and the contact time is not less than one month. The disabled, maternity, widows and orphans, de facto unsupported children, left-behind children are contacted once a week.

The relevant person in charge of the Health and Health Commission of Guizhou Province said that, in accordance with the new requirements of “health protection and prevention of serious illness”, primary health care institutions in Guizhou are still lacking in the early identification and referral of patients with severe NICU infection, and the use of small molecule drugs and follow-up services for NICU patients still need to be strengthened. The “program” will further promote the new coronavirus infection “class B B management” measures to move forward, promote the sinking of medical personnel, and strive to improve the rate of mass access to medical care, the construction of efficient and smooth primary medical treatment line of defense, and resolutely fight the battle against serious illness.
