Notice on conducting nucleic acid testing in the city

In order to timely detect the risk of potential imported transmission and interrupt occult transmission, the City Epidemic Prevention and Control Command has decided to conduct nucleic acid testing in the city on November 5, 2022 (Saturday). The relevant matters are hereby notified as follows.

I. Scope of personnel

All residents within the territory of Luoyang City (including local permanent residents, temporary residents, temporary mobile population, foreign population, etc.).

II. Sampling time

November 5, 2022, 6:30-12:00

Note: The staff of medical institutions and staff organizing nucleic acid testing and security personnel will complete 1 nucleic acid test on November 4.

III. Sampling method

This nucleic acid testing using a flexible and diverse organizational forms.

(a) community (village): by the community (village) specific organization, according to the sampling period and residents living in the corresponding buildings, households in time staggered sampling; due to major diseases, severe disabilities and other reasons can not go to the centralized sampling point sampling people and the elderly, pregnant women, infants, disabled people, etc., please report to the community (village) in advance, the community (village) is responsible for arranging door-to-door sampling; centralized isolation The community (village) is responsible for arranging home sampling; centralized isolation, home isolation, home health monitoring and other management measures required for personnel and key control area personnel, nucleic acid testing in the original manner.

(B) production enterprises and key projects, construction sites: production “white list” enterprises and other production enterprises, key projects and construction sites that can not stop production, the county and district epidemic prevention and control departments to organize personnel in the plant or construction sites in the centralized sampling. During the sampling period, the implementation of closed-loop management, closed-loop production (construction), integrated arrangements, proper shift, to ensure that all staff should be tested.

(C) schools and special places: colleges and universities, boarding-type schools for students and teachers and closed management of elderly institutions, welfare institutions, the county epidemic prevention and control departments are responsible for organizing centralized sampling of personnel.

IV. Security measures

To ensure the effectiveness of regional nucleic acid testing, the following management measures are implemented during sampling.

(a) All residents will not leave their homes except for special needs such as nucleic acid testing and medical treatment. Patients with acute and serious illnesses, maternity and other urgent medical needs, you can call 120 emergency number to open a green channel for treatment to ensure timely treatment.

(b) Staff involved in epidemic prevention and control, medical workers, community workers, volunteers, cadres of sinking organs, necessary duty duty personnel of organs and those who guarantee basic urban operations such as water, electricity, gas, sanitation and communication can pass with certificates (including electronic certificates) issued by the epidemic prevention and control command departments and medical institutions in each county and district.

V. Notes

(a) Those who have received the new coronavirus vaccine within 48 hours should take the initiative to report and register with their community (village) and no longer participate in regional nucleic acid testing. Residents with symptoms such as fever and cough should take the initiative to go to the nearest medical institution that has a fever clinic for consultation and sampling, and not participate in regional nucleic acid testing for the time being.

(2) When sampling, please obey the unified command of the staff on site, line up in an orderly manner, wear a mask throughout the whole process, and keep a distance of more than 2 meters from others; people with smartphones can present the nucleic acid testing QR code in the “Health Luoyang” APP on site; people without smartphones can present the paper nucleic acid testing QR code or ID card, hukou book, etc. Valid documents. After completing the sampling, follow the prescribed path to leave the sampling site.

(c) Residents who refuse to participate in regional nucleic acid testing will be assigned a yellow code. Those who refuse to cooperate, refuse to participate in nucleic acid testing for no reason, disrupt the order, or falsify information will be dealt with according to the law; those who cause the spread of the epidemic or create the risk of transmission will be held legally responsible according to the law.
