Today (January 8), the first domestic inbound flight from China Southern Airlines CZ312 (Toronto-Guangzhou) landed successfully at Guangzhou Baiyun Airport at 0:16. As a result, flight CZ312 became the first international flight to land in China after the implementation of the entry policy adjustment, and the class of passengers is also the first beneficiary of the exemption from entry nucleic acid testing and entry quarantine measures in the three years since the outbreak.

The demand for returning home for the New Year is also being released in a concentrated manner. The 40-day Spring Festival 2023 officially kicked off yesterday. On the first day of the Spring Festival, at the civil aviation transport end, passenger traffic rebounded significantly, with domestic flights returning to more than 80% of their pre-epidemic capacity.

According to the latest epidemic prevention and control policies, such as the “Category B” control of the new crown infection and the temporary measures for the movement of Chinese and foreign personnel, since January 8, China’s civil aviation has cancelled the “five-one” control measures on the number of international flights, resumed international flights in an orderly manner, and no longer requires inbound passengers to undergo The new policy will be implemented on January 8.

In the early hours of this morning, flight CZ312 from Toronto Pearson Airport in Canada and flight ZH9024 from Changi Airport in Singapore landed at Baiyun Airport in Guangzhou and Baoan Airport in Shenzhen at 00:16 and 23:00 respectively.

At 6:31 a.m., flight NZ289 from New Zealand arrived at Shanghai Pudong Airport, becoming the first flight to land in Shanghai after the implementation of the new entry policy. 5 minutes later, flight DL283 from Detroit also arrived at Pudong Airport.

At 9:37 a.m., flight JD436 from Lisbon arrived at Hangzhou Xiaoshan International Airport.

With the implementation of the new policy, the passenger entry process for international flights has gradually returned to normal.

Shanghai Airport Group previously said that after the Civil Aviation Administration issued the “Notice on the Work Plan for the Resumption of International Passenger Flights” and “Several Measures for the Resumption of International Passenger Flights” document, in collaboration with Customs, Border Inspection and other joint inspection units to do a good job from January 8, Pudong Airport international passenger flights related to the cancellation of regulatory measures to restore to the original inbound passenger arrival process before the outbreak. Pudong Airport will remove the epidemic prevention barriers for closed-loop transit of inbound passengers overnight and gradually restore the original signs and markings on the passenger routes, as well as commercial, catering, public transportation and other service facilities.

Since January 8, the international arrivals area in T3 of Shenzhen Airport, which has been out of service for nearly two years, has officially resumed operation; inbound passenger flights at Capital Airport have resumed operation in T2 and E of T3, while D of T3 has been suspended; inbound and outbound passenger flights at Baiyun Airport have been adjusted to operate in T2; inbound flights at Hangzhou Airport are still operating in T2, while outbound flights are operating in T4. And so on.

According to Baiyun Airport, on January 8, Baiyun Airport plans to execute 14 inbound flights, mainly from Toronto, New York, Dubai, Doha, Seoul, Jakarta and other cities to Guangzhou, and it is expected that there will be more than 2,000 inbound passengers throughout the day.

With the continuous optimization and adjustment of the national epidemic prevention and control policy, Baiyun Airport’s inbound and outbound passenger flow has continued to pick up over the past few days. At present, Baiyun Airport has 38 airlines operating 45 destinations to and from 39 international and regional destinations, with nearly 100 inbound passenger flights per week. Recently, a number of airlines such as China Southern Airlines and Air Asia are actively planning to open more routes.

In addition, the reporter learned from China Southern Airlines, in order to improve the passenger service experience, China Southern has also made improvements in the transit process and services. Among them, the resumption of the South China Airlines to South China Airlines one ticket to the end service (except for the transfer of foreign flights), passengers at the departure station can be a one-time boarding pass and baggage check-in procedures. After arriving in Guangzhou, passengers do not need to check in again and do not need to pick up their luggage for re-delivery. From January 8, China Southern fully resumed its special passenger services related to international flights, including unaccompanied children/youth, all kinds of elderly services (including unaccompanied elderly services) and small animal check-in services.

It is worth mentioning that the diversion of inbound international passenger flights to Beijing has also been cancelled since today. The Civil Aviation Administration has announced that from January 8 at 0000 hours (Beijing time) to the end of the 2022 winter and spring seasons, airlines can choose to operate flights to Beijing or the original first point of entry city, and information on the airline’s point of entry city can be found on the airline’s official website; from the beginning of the 2023 summer and fall seasons, airlines will be allowed to operate international scheduled passenger flights in accordance with bilateral air transport agreements and relevant civil aviation laws and regulations. According to the latest flight plan, 17 international flights of Air China are the first to resume direct flights, and other international flights destined for Beijing will also be adjusted one after another. Hainan Airlines also said that since January 12 at 00:00 (based on landing time), all international flights operated by Hainan Airlines destined for Beijing will no longer be diverted and will land directly in Beijing according to the flight plan.

Yesterday (Jan. 7) was the first day of the start of the 2023 Spring Festival. The civil aviation market rebounded significantly on the first Spring Festival after the new phase of epidemic prevention and control.

On the first day of the Spring Festival, Flight Manager data showed that the entire civil aviation performed 9,625 passenger flights, recovering to 70.0% of 2019, including 9,397 domestic flights, recovering to 83.2% of 2019.

In addition, 10,351 flights are expected to be carried out today, recovering to 76.2% of 2019, and 10,540 flights are expected to be carried out by domestic carriers tomorrow (Jan. 9).

Among the 10 million airports, Shenzhen Baoan Airport leads in the number of inbound and outbound flights today. Compared to 2019, the top three airports in terms of recovery rate are Changchun Longjia (104.0%), Sanya Phoenix (102.7%) and Haikou Meilan (94.1%).

At a press conference held by the State Council Information Office a day before the Spring Festival to do its best to guarantee the Spring Festival services, the Civil Aviation Administration also introduced the work of air transport services. The CAAC Chief Pilot Wan Xiangdong said that the 2023 Spring Festival is the first one since the full implementation of the epidemic prevention and control optimization measures, and the “B class B control” measures, it is expected that civil aviation passenger traffic will increase significantly. During the Spring Festival, the average daily passenger flights will be 11,000, which is about 73% of the 2019 Spring Festival.

Wan Xiangdong expects that the overall passenger flow will show the characteristics of staggered holiday start, staggered homecoming and return to work, staggered travel, etc. There will still be a peak in passenger travel around the Spring Festival holiday and after the Lantern Festival. According to the current passenger booking situation during the Spring Festival, the peak of ticket booking occurs from January 18 (the 27th day of the lunar month) to January 20 (the 29th day of the lunar month). From the perspective of booking volume, Beijing-Sanya, Shanghai-Beijing, Beijing-Haikou, Shenzhen-Kunming, Shenzhen-Chongqing, Hangzhou-Kunming, Shenzhen-Chengdu and other routes are in the forefront.

Wan Xiangdong also said that the CAAC has always been concerned and interested in Hong Kong and Macao routes and cross-strait routes, supporting airlines to open route flights to Hong Kong, Macao and Taiwan based on the air transport arrangements between the Mainland and Hong Kong and Macao and cross-strait air transport agreements. 2022, the CAAC issued and renewed 16 new Hong Kong route operating licenses and 3 Macau route operating licenses. As of January 5, the CAAC has approved 13,230 passenger flights to Hong Kong, Macao and Taiwan during the Spring Festival, involving 186 routes and 47 mainland (mainland) destinations, with 28 airlines arranging 2,331 passenger flights per week.
