On January 3, the Press Office of Shenyang Municipal People’s Government held the “105th Press Conference on the Prevention and Control of the Epidemic in Shenyang” to inform the medical treatment and graded treatment of the epidemic in Shenyang.

Among them, in improving the hierarchical medical service network for people infected with the new coronavirus, Shenyang city coordinates the existing medical resources, takes districts and counties (cities) as units in accordance with the principle of zoning package, incorporates residents in the district into the management, and provides integrated and continuous medical and health services for residents in the grid. On the basis of the original working mechanism of the medical association, the two-way referral mechanism is unblocked to ensure that the treatment chain is clear and the responsible personnel are clear, so as to realize the primary consultation and orderly referral from one level to another for patients with fever and other symptoms related to the new coronavirus infection. Provincial and municipal tertiary hospitals are clearly identified as the leading hospitals and external collaborating tertiary hospitals in the medical consortium, establish corresponding referral relationships, and establish counterpart support with the leading hospitals in the medical consortium in accordance with the way they are separately contracted to send relevant professional doctors to primary medical and health institutions for consultation and technical guidance and training. Medical resources are coordinated to establish referral relationships to ensure timely referral and treatment of patients within the city and county.

In clarifying the graded diagnosis and treatment process, Shenyang City focuses on family doctor contracting service to guide patients to primary care; strictly implements the first consultation responsibility system and graded and classified consultation and referral; does a good job of patient referral articulation and implements the responsibility of medical association referral; ensures timely and smooth transfer and discharge, accelerates bed turnover and improves resource utilization efficiency.

On improving the disposal capacity of new coronavirus infection, 198 community health service centers and 110 township health centers in Shenyang have set up fever consultation rooms and published service telephone numbers, fully equipped medical personnel and improved equipment and drug configuration; meanwhile, the construction of wards such as ICU has been accelerated to reserve medical and nursing back-up forces. The company has also established a mixed team of medical and nursing staff specialized in critical care medicine and trained medical and nursing staff from other specialties; actively expanded the bed capacity to increase available resources to meet the demand for patient admission and treatment.
