In order to further strengthen the care and concern for medical personnel and to protect their lives and health, the Wuxi Municipal Health and Wellness Commission, together with the Municipal Human Resources and Social Security Bureau, the Municipal Finance Bureau, the Municipal Education Bureau and the Municipal Health Insurance Bureau, has issued the Notice on Several Initiatives for the Care and Concern of Medical Personnel in the New Phase of Epidemic Prevention and Control, which specifies the following main initiatives.

Strengthen the personal protection of medical personnel

Do a good job of supplying and coordinating the deployment of protective materials for medical staff to ensure an adequate supply of protective supplies such as masks, gloves, isolation suits and protective face screens. Continuously carry out training on diagnosis and treatment operations, hospital infection prevention and control, sterilization and isolation, personal protection and other knowledge, and effectively do a good job of internal prevention and control of medical and health institutions, to further optimize the medical process, and tighten the safety and protection network of medical personnel.

Create a safe practice environment for medical personnel

Deepen the “safe hospital” construction, according to the law to crack down on medical disturbances, violence against doctors and other types of medical-related crimes, violations of the personal safety of medical personnel, disrupting the medical order, according to the law to be heavily punished by public security management, constituting a crime according to the law referred to the judicial organs for criminal responsibility, to create a safe treatment environment for the majority of medical personnel.

Implementation of medical personnel policy treatment

For the public welfare objectives and tasks well done, undertake heavy tasks, high degree of risk, excellent assessment of medical and health institutions, the appropriate increase in the total amount of one-time performance pay, the distribution of the focus on the high risk, heavy tasks, high pressure, overtime positions. The total amount of approved performance pay is not used as the base for the total amount of performance pay approved by the unit in the following year. Issue health and epidemic prevention allowances to eligible medical personnel in accordance with job categories and standards as required. Pre-allocate part of the medical insurance funds in advance to protect the costs of patients admitted to designated medical institutions.

Focus on humanistic care for medical personnel

According to the length of time medical personnel have participated in epidemic prevention and control disposal, the degree of criticality and other factors, after the epidemic has been alleviated and stabilized, take unit coordination rotation to arrange paid leave for them, and the increased paid leave does not include public holidays and legal holidays and does not count as paid annual leave days, which can be used within two years. Strengthen psychological crisis intervention and daily psychological counseling for medical staff, and reasonably arrange work and rest time for medical staff.

Do a good job of medical staff family care and support

Proactively do a good job of medical staff family contact docking, in-depth understanding, dynamic grasp of medical staff family situation, and effectively help solve their family practical difficulties. For medical personnel who are actively involved in the prevention and control of the new pneumonia epidemic, their children who are enrolled in school will be given humanistic care by their schools and provided with various forms of academic tutoring services according to their actual needs.

Reinforcing positive incentives for medical personnel

Give special condolence money to pre-hospital emergency, disease prevention, public hospitals and other medical and health institutions. Medical personnel who hold their posts, perform outstandingly and are recognized by the public will be tilted in the evaluation of priorities, project creation and talent assessment, and will be given priority in employment under the same conditions. In the epidemic prevention and control work, the courage to bear the heavy burden, outstanding achievements and does not exist “one vote veto” situation, the organization identified, can be declared to give commendation awards.
