Notice on the implementation of region-wide static management

The current epidemic prevention and control situation in our region is serious and complex, in order to effectively protect people’s lives and health, reduce the flow of people, quickly and effectively interrupt the spread of the epidemic, according to relevant laws and regulations and the epidemic prevention and control needs, by the district epidemic prevention and control command research, decided to implement 7 days of region-wide static management in our region from 12:00 on November 2. The relevant matters are hereby notified as follows.

A. Static management time: November 2, 12:00 ~ November 9, 12:00.

Second, the static management period, the whole area to maintain a state of silence, suspend all kinds of gathering activities; the whole area to implement traffic control, in addition to living materials, epidemic prevention and protection of materials, urban operations, medical treatment and protection and epidemic prevention and control work vehicles, public transport, cabs, net cars, etc. are suspended, other vehicles are prohibited from driving on the road.

Third, during the static management period, except for those who undertake the task of epidemic prevention and control and maintain the basic operation of the city, all administrative and institutional personnel in the district will work at home or turn into volunteers in their communities (villages) to participate in nucleic acid testing and community service work. Except for the key enterprises identified by the district and public service enterprises that protect people’s livelihood, all business premises are suspended. All businesses are suspended except for supermarkets and pharmacies that undertake the task of ensuring supply and security. All other people, except for nucleic acid testing and emergency medical treatment, are not allowed to stay at home.

Fourth, all communities (villages) and units in the region to implement closed management, residents do not gather, do not flow, do not go out. In case of emergency or special circumstances that require going out, you can apply to the community (village) to implement the entire closed-loop management. Residents with fever, cough and other symptoms must be the first to (community) village report or call 120, and timely closed-loop transfer to the designated medical institutions fever outpatient clinic.

Fifth, during the static management period, a full nucleic acid test will be conducted once a day, and mobile sampling personnel will be arranged by the local epidemic prevention and control command to sample in the community. All residents must cooperate with the community (village) management and complete the full nucleic acid test as required. Anyone who does not participate in the nucleic acid test, all pop-up window processing and assignment of yellow code; cause serious consequences, according to the law to investigate legal responsibility.

Sixth, “12345, something to find the government”. During the static management, the general public, if you encounter difficulties, please call the 12345 hotline, 24 hours a day to answer the phone, to help you solve problems.

Seven, resolutely combat all kinds of violations, where found disobedient to management, do not listen to dissuasion, private card entry and exit, conceal the trip, participation in group gathering activities and crowd trouble, the public security organs will be dealt with strictly according to law; serious problems will be held legally responsible, public officials will also be held responsible for the main person in charge of their units according to the procedure. The people are invited to inform each other and take the initiative to cooperate, so as to achieve an early victory in the struggle against the epidemic in our region.

This notice will be implemented from the date of publication, and the static management time will be adjusted according to the epidemic prevention and control situation at an appropriate time.
